LABOR CERTIFICATION (PERM) PROCESS

Overview

PERM (Program Electronic Review Management) labor certification is the first step in many employment-based green card cases (EB-2 and EB-3). Through PERM, a U.S. employer obtains certification from the Department of Labor confirming that there are not sufficient able, willing, qualified, and available U.S. workers for the position, and that hiring the foreign worker will not adversely affect the wages and working conditions of similarly employed U.S. workers.
